Vacancy: experienced consultant to perform an end-evaluation in Sudan

The Enhancing Stability Through Community Resilience consortium is looking for an experienced consultant to perform the external end-evaluation of the Addressing Root Causes project in Sudan! The project was built on the experience of World Relief (WR) in West Darfur and ZOA in South, East and North Darfur in addressing root causes of conflict, instability and migration and contributing to increased human security, increased resilience and improved sustainable livelihoods. The purpose of this project is making a change that lasts. The intended objectives of the project are 1) strengthened inclusive Community Based Conflicts Prevention and Resolution Mechanisms that reduce the numbers of newly arising conflicts (prevention) and resolve increased numbers of existing conflicts, 2) conflicts over access to natural resources including water and grazing land are sustainably reduced, and 3) vulnerable groups have enhanced access to livelihood opportunities through using a market driven approach.

The external evaluation, which is a mandatory requirement from the donor, will both serve external accountability as well as internal learning. The evaluation aims to assess the achievements of the project objectives, outcome and output indicator- targets and its contribution to the theory of change. Documentation of best practices and adaptive learning shall be considered throughout the course of evaluation.

The lead consultant will develop and define the evaluation methodology and, if relevant, will take the methodology that was used during Baseline and Mid-term evaluations into account. To this end the consultant will produce an inception report. Finally the consultant will write a consolidated evaluation report and present the consolidated report to all relevant stakeholders. The lead consultant will also propose and coordinate a national evaluator in collaboration with responsible ZOA management. The local evaluator would be to manage field data collection through supervision and participating in field work.
